Criteria
To come up with the Best Water-type Pokemon we came up with a system that showed some bias from us here at TGH with our own rankings. Then we had Ai grab as many fan-made lists as possible and compile them together. Lastly, we ranked them by their stats with each receiving points based on if they were Legendary/Mythic Pokemon, Pseudo-legendary, Starters and so on. The goal was for this not to just be a popularity contest. After this, all of their points were added up and we now have this list.
