Zenless Zone Zero: Agents Tier List (Zhu Yuan Included)

HoYoverse’s latest gacha game, Zenless Zone Zero has finally come. As of the time of writing this article, ZZZ has 17 playable Agents, not counting the main character, which you can’t use in combat.

Obviously, one of the things people are trying to figure out first is which Agents they should aim to pull. And that brings you to this Zenless Zone Zero Agents Tier list. Which of New Eridu’s warriors stands out on top?

Here are all the Agents from best to worst. Note that the list is bound to change with updates and balance patches. This is just the opinion the author has as of Version 1.0.

S Tier Agents

Ellen Joe

Ellen Joe

Rarity: S

Faction: Victoria Housekeeping Co.

Specialty: Attack

Damage: Ice-Slash

So what makes ZZZ’s resident shark girl the best of the best? First, her elemental attribute is Ice, arguably the best in the game. Ice triggers Freeze and Frostbite, which stuns enemies, deals massive damage, and makes them take more CRIT DMG.

You can also immediately start dishing out Ice damage with her dash and charge dash attacks. These moves activate Flash Freeze and make all her attacks deal Ice damage.

Von Lycaon

Von Lycaon

Rarity: S

Faction: Victoria Housekeeping Co.

Specialty: Stun

Damage: Ice-Strike

And here comes another Ice Agent. Lycaon’s basic attacks can all be charged to change their damage from Physical to Ice and deal increased Daze. His Special attacks, which already deal Ice damage, will simply increase in power when charged.

His EX Special Attack and Assist Follow-ups reduce an enemy’s Ice DMG RES, so he pairs perfectly well with Ellen. Use Lycaon to stun enemies with Daze and freeze them, then use Ellen for the finishing blow.

Zhu Yuan

Agent Zhu Yuan

Rarity: S

Faction: Criminal Investigation Special Response Team

Specialty: Attack

Damage: Ether-Pierce

Zhu Yuan is the latest addition to the game as a limited Agent, so get her while she’s hot. She’s an Ether Agent, which already makes her incredibly rare. The only other Ether Agent is Nicole. Ether causes Corruption, a status effect that will deal constant Ether damage once triggered.

A Tier Agents

Soldier 11

Soldier 11

Rarity: S

Faction: Obol Squad

Specialty: Attack

Damage: Fire-Slash

Soldier 11 is the best Fire Agent on the market right now. If you time her basic attacks right, they will deal Fire damage instead of Physical. Making her one of the fastest characters for Anomaly buildup. Enemies weak to Fire just melt before her.

Her base Attack damage is also really good. Combine that with her Core Skills, which increases her CRIT Rate, and her attacks start to sting a lot. Soldier 11 is just a really solid DPS Agent.

Koleda Belobog

Koleda Belobog

Rarity: S

Faction: Belobog Heavy Industries

Specialty: Stun

Damage: Fire-Strike

The leader of Belobog Heavy Industries is another solid Fire Agent. Time her Special Attacks right, and you can trigger her Furnace Fire effect, which enhances her Basic Attacks.

Team Koleda up with other Fire Agents like Soldier 11 to make the best use of her skills. Her Passive and Core Skills all ramp up the amount of Daze she deals, so she’ll be stunning opponents like crazy.

Soukaku

Soukaku

Rarity: A

Faction: Hollow Special Operations Section 6

Specialty: Support

Damage: Ice-Slash

Her attacks may be slow, but Soukaku’s Ice attribute more than makes up for it. Her Fly The Flag (Hold Special Attack) will buff her and her teammate’s damage as long as they enter through Quick Assist.

One downside to Soukaku is that she’s a little hard to pair with other Agents right now. She’s currently the only available member of Hollow Special Operations Section 6. So the only team she really pairs well with now is with other Ice Agents like Ellen and Lycaon.

Alexandrina Sebastiane

Alexandrina Sebastiane

Rarity: S

Faction: Victoria Housekeeping Co.

Specialty: Support

Damage: Electric-Strike

PEN Ratio is the name of the game when it comes to this Bangboo maid. PEN Ratio is the stat that allows your Agents to ignore an enemy’s DEF up to a certain amount, allowing them to deal more damage than normal.

Alexandrina’s attacks boost her and her teammates’ PEN Ratio. The value depends on how many Core Skills you have unlocked.

Grace Howard

Grace Howard

Rarity: S

Faction: Belobog Heavy Industries

Specialty: Anomaly

Damage: Electric-Pierce

Grace is one of two Anomaly Agents in the game. Anomaly Agents excel at debuffs and triggering their Anomaly (Elemental) effects. Grace is amazing at the latter.

Her Basic and Dash attacks accumulate Zap. Use her Special Attack to use up all her stored Zap and deal massive Anomaly buildup.

B Tier Agents

Nicole Demara

Nicole Demara

Rarity: A

Faction: Cunning Hares

Specialty: Support

Damage: Ether-Strike

Nicole falls slightly behind Grace in terms of crowd control, but she’s still pretty good at it. Her Basic combo deals damage in a huge circle around her. Her Special Attack launches an Energy Field that sucks targets in. It also allows her to boost her Basic Attacks, dealing even more damage.

Nekomiya Mana

Agent Nekomiya Mana

Rarity: S

Faction: Cunning Hares

Specialty: Attack

Damage: Physical-Slash

The Cunning Hares’ newest member is a feisty one. Nekomata is a fun hit-and-run Agent for people with quick reactions. Her Dodge attacks buff her damage each time you use it; so use it whenever you can.

Anby Demara

Anby Demara

Rarity: A

Faction: Cunning Hares

Specialty: Stun

Damage: Electric-Slash

The face of ZZZ is seated safely in the middle of the pack. She’s a decent Stun Agent who can deal extra Daze if you use a Special Attack after her 3rd basic attack. Other than that, she’s a pretty basic character, but a safe pick when you need a Stun/Electric Agent.

Piper Wheel

Agent Piper Wheel

Rarity: A

Faction: Sons of Calydon

Specialty: Anomaly

Damage: Physical-Slash

Piper’s EX Special Attack and Ultimate generate stacks of Power. Each stack boosts her Anomaly Buildup Rate. That makes her trigger the Physical Anomaly effect pretty quickly.

At 20 stacks of Power, Piper and her teammates gain 18% increased damage, making her an incredibly useful buff Agent.

Lucian de Montefio

Lucian de Montefio

Rarity: A

Faction: Sons of Calydon

Specialty: Support

Damage: Fire-Strike

Like Piper, Lucy is also great at buffing her teammates’ damage. Use her EX Special attack to summon boars that fight even when Lucy tags out.

When the boars cause an explosion, it triggers Cheer On!, which buffs the damage of the entire team, your Bangboo, and the boars themselves.

Anton Ivanov

Agent Anton Ivanov

Rarity: A

Faction: Belobog Heavy Industries

Specialty: Attack

Damage: Electric-Pierce

Anton, like his personality, is really simple. Just use his EX Special attack once his energy is full to enter Burst Mode. From there, just spam his Basic Attacks until he runs out of energy, and hopefully, the enemy should be dead by then.

C Tier Agents

Corin Wickes

Corin Wickes

Rarity: A

Faction: Victoria Housekeeping Co.

Specialty: Attack

Damage: Physical-Slash

Corin has a lot of competition as an Attack Agent, but at least you get her for free for just playing the game.

Her specialty is dealing prolonged damage with her massive chainsaw. However, her attacks need to be channeled, which leaves her open to attack while performing them. Her Additional Ability does make her useful against stunned enemies though.

Ben Bigger

Agent Ben Bigger

Rarity: A

Faction: Belobog Heavy Industries

Specialty: Defense

Damage: Fire-Strike

Ben Bigger’s damage and abilities are alright. What really holds him down is his speed. Not only are his attacks slow, but his movement speed is straight up the worst in the game. He’s the only Agent who can’t even sprint, so you always have to switch characters when running from one combat encounter to the next.

D Tier Agents

Billy Kid

Billy Kid

Rarity: A

Faction: Cunning Hares

Specialty: Attack

Damage: Physical-Pierce

Billy is decent against packs of weaker enemies. His entire kit is based on hitting multiple targets at once or quickly switching between targets. But in Zenless Zone Zero, an Agent that can deal with a single strong enemy is simply better than one that’s good against crowds of smaller foes.

Speaking of Tier Lists, here are the best XDefiant Weapons and Loadouts.
